Origins and Scope of Investigation

Project South, a seven-month anti-corruption and organized crime investigation led by York Regional Police, began in June 2025 following the discovery of a conspiracy to commit murder targeting an Ontario corrections manager in York Region.2 The probe expanded to uncover alleged involvement of Toronto Police Service (TPS) officers in facilitating violent crimes through the unauthorized sharing of confidential information.1 By February 5, 2026, authorities announced charges against 27 suspects, including seven active TPS officers and one retired officer, in what has been described as one of the largest corruption cases in the service's history.3 The investigation involved over 400 officers from multiple agencies, including TPS, Ontario Provincial Police, and Correctional Services of Ontario.4

Key Allegations and Charges

Allegations include TPS officers leaking police data, such as home addresses, which facilitated an attempted murder of the corrections manager, as well as involvement in drug trafficking, bribery, extortion, obstruction of justice,6 and firearms offenses.5 Court documents detail specific claims, such as one officer assisting in placing a GPS tracker on a victim's vehicle for stalking purposes and orchestrating insurance fraud.7 Retired officer John Madeley Sr., 55, faces charges11 of breach of trust and unauthorized computer use for allegedly querying police databases illegally from January 1, 2024, to January 31, 2026, and passing information to civilians.10 Additionally, the probe revealed plans by officers to accept bribes to protect illegal cannabis dispensaries from enforcement.9 All allegations remain unproven in court.8
